I've seen that photo before along with CJ4 and M38E1 experimental and prototype jeeps at Willys.

Looks like a hybrid GPW/M170 with some wierd boxes up on the cowl for the fording kit.
I would like to see the otherside.

that box on the cowl is the m38 gas fired heater. Nothing GPW about it

The front end looks like an early '40s rather than a m170. The length looks like the m170 but I see other differences. The roof rails are on the outside on this and on the inside on a m170 and the hooks down the sides do not exist on the m170. This must be the precursor to the m170. I would like to know more.

It was a factory experimental developement from the M38 program which is a 1950-1952 jeep. It was shelved most likely because the M38A1 chassis and higher horse power engine worked out better. So the M170 won the production slot.

An early 40's jeep would have had the gusseted type front bumper brackets instead of the M38's front bumper that fastens directly to the end of the frame rails.

I used to install the M-38 Personnel Heater Kits depicted. They will keep the inside of the M-38 Jeep toasty warm in -0F temperatures. They are not capable of fording operations,it will ruin them. The Cowl was the only place that there was room for them. A similar cover was used on the M-37, 2-1/2 and 5 Ton trucks.
