Wisconsin banning military vehicles?

Discussion of Local, State, and Federal issues regarding MV Legislation, MV use restrictions, MV registration refusals, etc. As these issues may ultimately affect other jurisdictions, information and education of all MV owners is crucial for the future ownership and use of our MVs.

Marketing is a strategy, and when dealing with politicians, it is important to let them know what and if their constituents have any credentials, and since Eagle Scouts are held in high regard, it doesn't hurt mentioning that.

I just received an e-mail where John Varner is talking about a WW2 Jeep that was denied here in WI--who, what, letters etc? Does anyone have any information about this? As I said in an earlier mail I just titled my '42 Slat with no problems. Does anyone in WI have any concrete information on the WW2 Jeep that was supposedly denied registration? What were the circumstances? All paperwork in order? Any other vehicles? The fact that it was supposedly denied doesn't tell us much without supporting information.

If I were writing the letter I would try and stick to the rule of law being violated/impinged upon and keep away from inflammatory words such as "sham" and so on. I think sticking to the core issue is what JP is pointing to . . . .

The important thing with issues like this is to go about addressing them in a professional and organized manner and not get out of control!

My, opinion is that you must wave the flag and gather up a key group of state politicians senators etc. Find out who is the chair of the transportation committee in your house and senate these people are crucial to overturning the DMV "policy"
You might search the G for Kansas armor ban and my posts regarding this. I drove many times to my capital to demonstrate vehicle safety and testify before committees. We met with DOT, National Guard, and DMV officials several times.
In this thread I have seen the real enemy and that is US. Several have commented how they can slip through this policy by changing the name of their vehicle or letting the policy stand but not for jeeps. I was very proud of all the HMV owners in Kansas. The DMV even made a compromise by telling us that they would agree to title and tag jeeps but anything over a set GVW or designed to mount a weapons sysem would be prevented from road use. Stick together and achieve a no compromise presentation.
If I can help I will be glad to. My state rep. and the house chairman of transportation finally passed a new state statute that forced the DMV to rescind their POLICY. This DMV director is appointed and is not an elected official. Who appointed him/her KING of your state. You need a statute insuring that HMV can be enjoyed by us and our children.

Thanks Tom, I was confusing this with the Pinz issue which is separate in my opinion. I see what you are talking about but it also appears there were some issues with how things were done on the front side with the Jeep deal. My titling was seamless--walked in with old title and walked out with a new one and plates. No questions were raised whatsoever--listed on the title as 1942 Willys Jeep.

Once again I think that some owners feel the need to talk too much about their pride and joy to the DMV--I go in and just get it done. The clerks are paper pushers and really couldn't give a rip what you have filled in the boxes.

Hi Kevin,

Right now or in the near future Wisconsin does not need more laws. The laws and policies that are on the books just need to be applied evenly across the board regardless of the type of vehicle. The problem so far seems to be the lack of Federal Certification or waiver of same at the time of manufacture. So no problem, a simply lawsuit to force this law/policy to be applied across the board and the problem will solve itself and you will be able to title and plate just about anything you want or there will be no vehicles on Wisconsin roads made before Federal Certification came into being ( which will only piss off a couple of million voters or more) .

Hi Dave,

The problem seems to be coming out of the research part of the DMV. The Texas jeep seems to have given them something to do. It looks like the prinz deal grew out of the research arm digging deeper. Even though you had no problem at the local level with your jeep I have heard that the locals are right now being brought up to speed also. I would guess your paperwork will be given a review by the higher upps in the food chain.

Have there been any other incidents regarding titling of vehicles aside from these two? I've heard of nothing thus far so it will be interesting to see if this does indeed grow. There's no doubt that some quirky things come across the desks of the DMV and some pretty dodgey paperwork to boot . . . .

After already winning this battle in Kansas I am convinced that it will take a clear statute that includes HMVs to force the DMV into changing their policy. We talked till we were blue with the director in Kansas. Hell it was her policy and NO ONE was going to tell her she was wrong. No amount of proof etc. swayed her. Only when the threat of being totally overruled was apparent did she begin to bring compromise to the table. As, I mentioned we in Kansas took a no compromise approach and succeeded in making ANY HMVs (not fully tracked) eligible for a antique plate. This WI. issue smacks of the same thing. They are separating war machines from other antiques. We were called a Homeland Security threat for heaven's sake. I would advise that roadworthiness is NOT a can of worms that should be opened. They must be forced to recognize MVs as one in the same with any other vehicle. I pointed out to a state senator who I was told drove his 1930 Ford to session at the capital that my Halftracks and jeeps had two taillights where his only had one. He seemed to understand that the military planned to drive these vehicles on U.S. roadways. He was not inclined to add a taillight to his restored 1930 Ford.

The type of bureaucratic nonsense you are seeing IN Kansas & Wisconson is just a sign of the times......the scenario is a common & well known one in which a well-placed politico issues an "edict" from their "corridor of power" to advance their own agendas. This action usually seems to occur after the subject gets incredibly bad advice, & the "action" taken is always some form of indulgence of their instincts for political survival or advancement. As an example, some years ago, a freshman representative of our State Legislature got some VERY bad advice & was convinced to introduce a VERY unpopular bill advocating the total ban of "assault weapons" in our county. To say that cool heads prevailed in this instance is actually an understatement.....not only was this initiative blocked in committee, but the folks in Tallahassee actually went a step further, passing legislation that, in summary, declares that ALL future firearms legislation will be issued ONLY by State Government, for the ENTIRE State of Florida....with some minor exceptions, of course. The bottom line for any of our fellow HMV enthusiasts ANYWHERE their rights are threatened is activism. The thoughtful friend on this threat who wisely cautioned against over-reaction needs to be listened to closely. After that, by all means be DECISIVE, act fast but don't just go to your state's elected officials in protest.....bring them a SOLUTION to the problem as well !!! Model any proposed legislation that will preserve your rights after ours here in Florida, for example. In Florida, our elected officals & DMV are VERY good to us vintage vehicle collectors, especially those who collect "ancient" vehicles, military vehicles & fire apparatus. The formula used is actually quite basic: the year of the vehicle's manufacture determines the safety rules that apply to the vehicle, as long as the vehicle has not been modernized/heavily modified. Thus, if you have a 1942 GPW with the original engine from Ford, or an "vintage type" L-134 engine, you're good !!! If you decide to drop a modern 350 in it (GASP !!!.....), then you must add seat belts, turn signals, two tails lights & all the rest of whatever other equipment is on the books at the time for the newest vehicles. There is ALOT of room for interpretation in the favor of the collector/owner in this legislation a well. I'm no lawyer, but that is my understanding from a politically active member of our MVPA Chapter who has actually drafted legislation for vintage vehicle owners. This seems to be the fairest way to deal with everyone, regardless of where their interest lay in the vintage vehicle hobby. Also, interestingly, you ARE allowed to operate a fully tracked vehicle on the road in Florida. It just has to be under 80,000 GVW, not more than 8 feet 6 inches wide & it must have either rubber track or good track pads on the metal shoes. Again, the year of manufacture determines the rest. The point is that it CAN be done legally, safely & to the eternal credit of military vehicle enthusiasts, should someone choose to do so !!!!! Do your research, & take the fight to your capitols. I hope this will help someone in their pursuit of what's right. Best of luck !!!

My first M38A1 was owned by the Door County Airport and titled through Door County itself. It had municipal license plates before my owning it - now has collector plates.

I will be watching this thread as I have another M38A1 that I wish to license with collectors plates in the near future. It has a MN title and I had the previous owner use the official "Statement of Vehicle Transfer" form; Wisconsin DMV form "1-DMV".

Not sure which road to follow for plates and title transfer as a lot of info in the previous posts. If anyone (or group) is working on a united front please contact me as I am willing to assist as necessary. I will contact my local state rep on my own to see if he is aware of the situation and see what his take is on the topic.

Do I get historic/patriot points for a purchase date of June 6th? :P
