Well after fighting with the Florida DMV for about a year I just got tired of it and hired a lawyer. I now have a Court Judgement telling the DMV to title and register my HMMWV. I'll be seeing the local DMV tomorrow, whahaha.

Geez... I got CA DMV to title and register my buddy's HMMWV with just a power of attorney form, a copy of his Driver License, and a bill of sale written on the back of a cocktail napkin (Not really, but it was a pretty cheesy BoS written up in MS Word)! What was FL DMV so uptight about?

Don't really know what their problem was/is. The inspector even told me I met the requierments but for some reason they just did not want to to title it. They kept asking for the reistration from the previous owner and I could not convince them it did not have one, as this was assembled from parts by the previous owner and I had the CA paperwork to prove that, but it was never actually registered. So my lawyer just filed for a Declatory Judgment and that forced them to do it. I should have just done that in the first place, it only took 2-3 weeks and done.
