This is the official announcement that our bill has been scheduled for a Public Hearing before the Senate Committee on Transportation, Wed., Mar. 7th! Your calls and emails made this happen.

PLEASE READ:
You have a right to attend this hearing, but you do not need to. You can attend and register IN FAVOR of the bill, and you can speak before the Committee if you wish. BUT, because of time concerns, it might be better if most people did not speak.
Tom and I will both speak about the bill. We have also arranged for a handful of owners who have been particularly inconvenienced by the DMV to speak and tell their "horror tales". At this point, I don't think it will help. DOT's being very unfriendly to this bill. We're pushing hard on our legislators, and we don't want to cross the threshold into the "annoying" category. They only want to hear from their constituents.

To All,
I'm sort of decompressing right now. I'll add details later.
To say that yesterday was a long day is a vast understatement.
DOT admitted they'd been denying Collector plates due to radios in the car. !!
DOT stated that they are okay with repealing 341.10(6m), which means milvehs can again register as a normal vehicle. BUT, that remains to be SEEN.
The Senate Comm. has requested that we meet with DOT again... We will.
We're still pushing for passage this session, but with each passing day it gets less likely.
However, legislative support continues to grow.
To my surprise, there were two fellows who spoke in opposition.
More later. Today, I'm going to live MY life.
Thanks to all of you guys who've supported this fight. The appeals, open records requests, and push for a legislative solution continue unabated. Keep at it and we'll beat these holes.

Wisconsin Motor Vehicle Registration Rights Bill SB-462 / AB-580

URGENT ALLERT ** ACTION NEEDED!

UPDATE:

Yesterday, the Bill was passed by the Senate Transportation Committee by a vote of 5-0, a unanimous vote!
Moments ago, the Bill just passed the full Senate with unanimous votes - 33-0!



This is great news, but we're not done yet.


DOT continually opposed the bill, and we were forced to make compromises at the request of various legislators. Multiple concessions were made, and we were ultimately left scrambling for even baby steps. Now that DOT has agreed to just one item, Assembly Republicans are blocking the bill by refusing to vote on it.


This is NOT the bill we wanted, but it is a step in the right direction, and it DOES help the most effected owners possible. (see details below) Assuming we are able to pass this bill, we can/will work next session to address the next item on the list.

Details on the amendments.
Amendment 1 was in response to DOT's concerns, as expressed in a meeting w/ Sen. Grothman.
Amendment 2 was reached with DOT, after the Public Hearing. Essentially, it deletes the inspection clause, and the change to Collector requirements. The bill now repeals just one of the statutes which direct DOT to refuse registration, 341.10(6m). Again, it's only one small step, but it is a change in the right direction.

This bill will effect Former Military Vehicles only. Please support this change for a small segment of our hobby, even if it isn't your own segment. We need to stay united to achieve the changes we want.

Due to opposition within various vehicle groups, we were forced to give up the other more controversial parts of the bill. We are disappointed, because we still believe the bill was good as written. But it faced too much opposition for passage. We will limit the scope of future legislative efforts, based on what we learned here.

Motor Vehicle Registration Rights Bill SB-462 / AB-580

UPDATE

SUCCESS IN THE LEGISLATURE!


The Wisconsin legislature passed the repeal of 341.10(6m) on Friday.
It now just needs Gov. Walker's signature to become LAW.

This will restore regular registration for all 1969 and older ex military vehicles.

WHAT IS NEXT?

We are now in the process of arranging a meeting with DOT to discuss the other issues that you expressed support for.

The list of items that are to be considered as modification by the DMV when processing Collector Plate applications.

The requirement that the manufacturer certification label remain intact 341.10(6). We hope that DOT will make an interim policy change as we cannot amend this statute until the next session.

It sounds like things are going pretty good, glad to hear it. What are some of the compromises you discussed? Please elaborate on the list of modifications and the reference to the vehicle certifications? You are close to the action, but us "outsiders" :D need some references to connect the dots. ODG,

We really didn't make any compromises about the legality of ex military trucks. If passed, the bill will still resolve the majority of the severe problems people were having in getting registration. However, the bill did evolve as it progressed.

During a meeting between the author (Sen. Grothman) and DOT's Krieser, DOT made a number of requests, which we incorporated into Amendment 1. Things like a way to avoid registration of Kei (Japanese Mini-Trucks), an acknowledgement of the federal exemption from FMVSS for vehicles older than 25 years, the authority to label titles of vehicles which lack FMVSS certification labels as "May Not Meet FMVSS Standards" (DOT wanted Does Not...), and a 9-month effective date (instead of 3 mo. as proposed), if I remember correctly.

That bill went before the Senate Transportation committee, but was killed on orders from up above. It was DEAD. Tom Zat then approached DOT with an offer: repeal only 341.10(6m), which was the major problem for milveh owners here, because it forced registration for HMV (parade & display uses only).

Perhaps because Tom is very persuasive, or maybe because DOT is tired of us dragging their hineys into Appeal court, or maybe just because we're right, DOT agreed to accept this change.

We are somewhat disappointed that we did not secure further changes. However, in Senate testimony DOT agreed in principal to most of the proposed changes. They agreed to meet this year, and to draft legislation which can be passed next session. The first meeting is being scheduled already. We've made a tremendous first step, and every owner in Wisconsin who supported this effort deserves credit.

We hope to:
Amend 341.10(6) so it accurately reflects Fed. law, and the 25 year exemption from FMVSS, so vehicles older than 25 years can no longer be denied registration for a lack of certification label.
Amend current Wis. Collector Plate requirements so as to allow minor modifications such as radial tires, safety glass, hubcaps, radio, color, etc.. yet still remain essentially "original".

IT'S OFFICIAL. GOV. WALKER SIGNED OUR BILL INTO LAW YESTERDAY. SB-462 is now 2011 Wisconsin Act 235.

AS WE WROTE PREVIOUSLY, WE WILL CONTINUE TO WORK WITH DOT FOR PASSAGE OF THE OTHER PROVISIONS WHICH WERE NOT INCLUDED IN THIS BILL *:
RE-WRITE s.341.10(6) TO REFLECT FEDERAL LAW, SO VEHICLES OLDER THAN 25 YEARS ARE NOT DENIED REGISTRATION FOR LACK OF A CERTIFICATION LABEL.
AMEND COLLECTOR PLATE RULES TO ALLOW FOR MINOR MODIFICATIONS.
