Best way to clean out old water can

I got an old WW2 Jerry Can for water, it's stamped "42" "w" and maybe USMC. There's a tan painted 'liner' in the can that's starting to flake, also smells like somebody put gas in it at some point. Is there any way to make it safe to use with potable water again?

No. Once its had gas in it its done. Use it for display. The fuel gets inside the coating and will leach out and contaminate anything else you put in it.
