Here is a manual from Willys dated October 1, 1942 and on the cover you can see the USA numbers it covers...
In this contract you will find that "USA 2012x24" is included.....

So...some further detective work is needed....can you post a pic of the data plate with "7-13-42" stamped on it? The data plate may be original and the USA from a much later jeep. If you post the serial number the contract can be determined and the RANGE of USA numbers be determined.

The number on the back panel appears to be 8 digits long (20212X24). Shouldn't a jeep of that age have a USA number with only 7 digits?
A July 13, 42 MB could have an digit Reg. number.

What is wrong with MB having a hood number of 20212x24 together with a DoD of 7-13-42 ?
