Your serial numbers do not match any of the M38 or CJ3A formats used by Willys. The correct format for a Willys M38 serial number is MCXXXXX and for an M38 engine MCXXXXX or MCXXXXXX or RMCXXXXX or RMCXXXXXX.
The correct format for a CJ3A is
1949 10001 through 37749
1950 37750 through 63784
1951 451 GB1 10001 through 54158
1952 452 GB1 10001 through 38652
The correct format for the CJ3A engine serial number is 3JXXXXXX
It appears that some other agency has asigned your serial numbers. Possibly they jeep was re-serialed when it entered your country and it is possible the engine was rebuilt and after the top of the block was machined someone restamped it.
The M38 serial number was found in two places. On the lower right hand dash data plate and on a Willys Patent plate mounted on the front end of the right rear wheel house behind the passenger seat.


The CJ3A serial number was on a serial plate mounted on the engine side of the firewall on the passenger side of the jeep.
