I think colinsmule is right, it'a fuel issue, what I have been thinking all along, but I'm thinking carb, because they give so much trouble. Do you still have the in-tank fuel filter and have you checked it? I remember one mule we worked on, would idle fine, but had no power under load. Turned out to be a home-made gasket on the bottom of the in-tank fuel filter, under a load, it would suck the gasket up against the bottom of the fuel pickup tube and cut the gas supply.
I think if it was something binding in the powertrain, you'd see a lot of black smoke from the engine. BUT...keep the ideas coming, it's probably going to be something simple!

Chuck on the fuel issue line of thinking, how about the fuel vent not working. The tank would develop a vacuum and the fuel pump can't suck fuel then.

No, there is no vacuum in the fuel tank.
The by-pass line shot well into the air.
The collapsed lifter idea has merit - and it's an easy check. Sounds inordinately loud.. then again - I'm usually not behind them often.

Charles, the vacuum in the tank might only occur when the engine is running at high rpm. One easy test is to take the gas cap off when the engine is running to see if that changes anything.

update:
New OLD carb put on, Mule works fine, so it was the carb, more specifically
something with the high jet , will have some people with more knowledge
look at it and see what they can find, but with the old carb (new to me) put
on works again like it should. thanks again for everyone's helpful advice, that's
what makes this such a great place!

This was sound advice. This was the method my Dad used in his trans shop for as long as I can remember. Used the same method on engine oil pumps as well. I think (it's been many years) it was the TF6 (904) & TF8 (727) Chrysler transmissions in which the front pump body didn't have a typical crescent to align the gears. Not only did the Vaseline help priming or not letting the pump start up dry, it centered your pump gears to make it possible to align the torque converter for re-install. Thanks for sharing another hard lesson learned Chuck. I've learned a ton by reading your many tutorials.
