Possible M-38,,but no Bellcrank bracket.

Nothing like that. It is/was RHD [so no bell crank] if one notes the drag link cutout/recess in the round cross member.
It is in Australia & was made or assembled here.

The frame has had a lot of changes, note the rear cross member, no battery tray and no spring hangers.
