Slat Grill Radio Suppression?

What is the differences between Type 1 radio suppression and pre-Type 1 radio suppression? From my research, it looks like Type 1 radio suppression did not start until mid-January 1942 (around 112,925) so earlier slat grill's were pre-type 1 then? What did this include?

I am working on a 12/41 slat and trying to figure out what gets installed as far as bond straps, star washers, condensers, etc. For example the few remaining original bond straps (or parts of) left on my jeep did not have any star washers installed so does that mean they did not use star washers prior to Type 1 suppression?
