Just a heads up here....in CA they used to sometimes use the engine number as the "VIN" number on the pink slip also. The problem was....if you swapped out the engine, then the pink slip and the vehicle had nothing to tie one to the other. I would suggest that the new owner does NOT remove the engine, but in fact gets the local DMV to inspect the rolling chassis as-is so you can apply for a NEW title (pink slip) with the FRAME NUMBER listed as the VIN number. That way you are not creating a NEW title, just correcting the old one which is usually a little easier to do.
I get the feeling that at some point in time...a PO had the engine and title and dropped the engine into this frame/chassis and used that title to register the jeep. Not exactly kosher by DMV standards, but separating them now will mean you are back where that guy was; you will have an engine and title and then you will have a rolling chassis with no title. Depending on what state the new purchaser is from, that could be an issue...
