I'm not sure we know what the removable tray in a Waterloo box looks like, i.e., shape of handle. Also, be careful, because as strange as it sounds for boxes that were all supposed to have the same dimensions, the trays are not all interchangeable.

The tray you've posted above is identical to the tray in my Waterloo made CH-77 box.
Unique in that it has a triangular shaped handle. Mine has 1 oiler hole.

I forgot you had a Waterloo CH77, Mud. Thanks for posting the tray. Now I know what to look for!

According to my photo files, I have this CH-77 chest as one of yours Greg. It's a Union with a single hole in the tray as you can just see.

Yes. I remember that Union box well and fondly, Cliff. First ever 41-B-1840, for my first ever (of four, currently working on my fifth) GMTK. Technically incorrect with that Signal Corps CH-77 data plate, but great provenance that I hope the new owner learned to spin into a great pilferage story.
The frenchman's CH-77 is a Waterloo, though. Not a Union.
My CH-77 probably has an oiler hole because Union also made boxes for the Ordnance Dept. There's no evidence or indications that Waterloo did.
So the way I figure it, the trays in the boxes the Signal Corps got from Waterloo didn't have an oiler hole, and the trays in the boxes the Signal Corps got from Union did. Someone could double check the list for the TE- set that went in the CH-77, but I doubt it had an oiler. So the hole was not needed whether it was there or not.

Again from my photos files, this Signal Corps "TE-113" chest belonged to "Craig", with no oiler hole and no socket compartment to the tray. The corner re-enforcements, "triangular" handle and number of hinge knuckles show similarities to the "Waterloo" examples posted above.
