Ok, here is a dumb question. I haven't worked on the GPW in months, but I have the tub off and was just making a check of things. I noticed that the clutch pedal goes to a point and then gets hard to work. I realized it was the clutch rod (the end with the hole for the cotter pin) that is hitting the clutch/brake shaft bracket on the frame (the actual bracket that is welded to the frame).
So did I push the pedal too far (since the tub is off) or is there a problem with the linkage.

Yes and no....the tub floor prevents either pedal from extreme travel, the pads even more so. Just remember to adjust both clutch and brake linkage after the pads are installed.

I installed those ridiculously THICK pads on my GPW and the brake light stayed on and the clutch was slipping. So I cut one in half, reinstalled it and re-set the clutch and brake pedal linkage. Works fine now. That was 15 years ago.
