Dried grease in the body and on the wiper, and corrosion in the body from lack of grease. Corrosion on the pivot shaft, to a lesser degree. Take it apart and you will see what is inside; it won't be pretty.

Not dried grease, not corrosion from lack of grease. The shaft is turning only to one side and does not return. What can be this problem? :x

The Kicker K is not moving the valve H to make the shaft turn the other way. Remove the end cover and you will see how it works. That end also gets gummed up/frozen and causes the flapper to not return to the original position.
Here is the one on the M38:

Here is a civilian picture with nomenclatures. They all work basically the same.

The second picture is the same as mine WWII GMC CCKW 1944.The problem I have is with it.I have one NOS Dodge PADDLE in a box.I think it is the same as GMC.I noticed when I disassembled the GMC Trico that the exhaust valve gasket is abnormal(damaged),because it was not held in its place. Thanks dpcd67.

That rubber looks like it was destroyed by a chemical reaction....perhaps it came into contact with something like brake fluid or toluene, xylene, varsol?

Rubber and age do not like each other. 70 year old rubber does that.
