I believe that is an early mess hall cream/syrup pitcher. Originally it was a shiny galvanized plate. I've got a few of them in different sizes. They were used for coffee, water, cream, etc. servers. (even motor oil) They were later replaced with the Vollrath stainless ones, because they began to figure out galvanized utensels taste funny & flake. Got one that might hold 4 oz., and another one that is about 2 quarts
