Tightening force cylinder head bolts and studs

I'm working on the engine of a Dodge WC63 T214. According to my books the cylinder head nut tightening force is between 52 1/2 and 57 1/2 ft/lbs and the tightening force of the cap screws is between 65 and 70 ft/lbs. Can anyone tell me why there is a difference in the tightening force?

The Nuts are fine thread and the Cap screws are course thread. Fine threads take less torque to get the same bolt tension.
