Issues with My New L134

Well, new to me; off my 48 Cj2A; hasn't been run in 5 years. Won't start and the timing and fuel are good. I did a compression test; #1 cylinder; 120 pounds; #2; 100 pounds; good so far. #3 cylinder; ZERO; ZILCH, NADA pounds and I did it 3 times. #4; 40 pounds.
What would you do next? I am always inclined to rip the head off and look in there and unstick all those sticking valves and put a new head gasket on it.
I know, first look in the valve chamber and see what is happening; I am just thinking out loud.
Here is a pic of the ass end; I had to hurry and paint it first, as soon, it will be 20 degrees here on a hot day. Which is why I didn't work on the engine first.
That is USMC semi gloss forest green.

Update; took the valve cover off; #3 exhaust valve is frozen open. #4 Exhaust valve has zero lash clearance.
So, how can I un stick a valve without removing the head? I tried prying it down with a big screwdriver; didn't work.

Hope you didn't pry too hard, valves can bend.

No, it is hard to get any leverage anyway; so, any ideas on how to unstick a valve without removing the head?

Used my valve compressor to move it some up and back down; it started and ran, and now has 100 pounds of compression.
Case closed.
