Fender bolt/nut question

On my m-100 trailer the fender bolts are attached with Heavy pattern nuts, (5/8 wrench size) instead of 3/8 diameter nut with 9/16 wrench size. Is this strictly m-100 or did ww2 trailers use this nut as well? Tm10-1281 for bantam doesn't list a special size
