Customized Pre 50's Jeepster, PU, or Wagon, appears to be 2WD.

Looks interesting.
Like Ben said, it could be a customized jeep, homemade additions to a residue jeep vehicle.
Are you located in Alabama ?
It could also be a Willys prototype vehicle that was sent there for testing, and never put in production.
Many were sent there to the University for testing in Alabama, as I have read over the years.
