I was wondering what are Roll and Lock type disks (pertaining to flap and grinding disks)
I found 10, 2" size flap disk in my basement that are brand new and am wondering how I can use them.
Do i put them in a drill ? I assume I need something else to use them.

Search 3M rolock. that is the actual name and manufacturer.

Generally they are best used on an air powered tool that runs fairly high speed, 2" on a drill will work, but it's a slow tedious (and heavy) tool to use.
An Air Die Grinder if you have an air compressor can be had for around $20 at Harbor Freight and speed along any sanding. You DO need the shaft to attach the discs to the chuck though.
