Ok got my bolts from Paul! now two Questions,
1 were these painted over or left unpainted parkerized?
2 Does any one have know what length bolt goes where on the cart?
Lost track of where these go as I also do not have a manual for it either. Matt

My understanding is that the carts were shipped as a kit that was put together when it was issued. The bolts being part of the hardware would be installed in their issue (parkerized) state. I left the bolts unpainted when I restored my cart. The problem is that the hardware will eventually rust if not maintained. If you want to prevent them from rusting then paint over them. Hardware would get painted over when the cart was repainted. The parts list explains where each size bolt was installed.
Here is the parts list, I will post the other page out of the manual that shows all the brackets and clamps.

Use the previously posted page from the cart manual that lists the different size bolts and cross reference against the specific brackets and clamps (using the part numbers) shown in the exploded diagrams from the hand cart manual listed below:
