Oregon Title issues-recent changes?

Discussion of Local, State, and Federal issues regarding MV Legislation, MV use restrictions, MV registration refusals, etc. As these issues may ultimately affect other jurisdictions, information and education of all MV owners is crucial for the future ownership and use of our MVs.
This is not a board for Political discussion.
This is not a Q&A Forum on how to title or register a MV.

Oregon Title issues-recent changes?

Post by Bill, Idaho » Tue Jun 27, 2017 2:50 pm

I was just informed by a large MV dealer (he is in Idaho but sells a lot of MV's to Oregon residents) that a recent Oregon resident bought an M936 (a wrecker I think) and was told AFTER he got plates for it, he would have to return his registration (and plates) as Oregon would now NOT honor that particular vehicle being able to be titles/registered in that state. Oregon did mention he could buy some type of "classic" plate, however I have no further details about that.
Anyone else heard of this?

Bill,

All I've heard of this in Oregon is from what was posted (I assume by you) on the Steel Soldier forum. But over the past couple years I have heard from guys in Michigan and Illinois having problems trying to register HMMWVs that were released with SF-97s marked Off Road Only. (We don't have that issue in Wisconsin since Humvees are specifically listed in statute as eligible for registration.)

Here's my take:
IF Oregon is offering to title and register a vehicle for on-road operation IN ANY MANNER, then I highly doubt that the truck has an SF-97 (or title) marked Off Road Only.
Oregon's DOT/DMV (or SOS or whatever) is a state regulatory agency, and as such they administer state laws, so I'd look to Oregon statute (or code, etc.) for their authority to do what they do. (Of course, they can do anything they want so long as they are not successfully challenged, so somebody may need to challenge this).
Anybody actually involved in this situation should ask for clarification, in writing, of what law they are citing as justification for the action/s. Without this, we're kinda shootin' in the dark.

To all,

One of my neighbor's left a copy of Old Cars Weekly vol. 46, no. 21 July 6, 2017 issue in my street mailbox. The following is quoted from page 10/11 of this issue.
"An Oregon bill to provide special-interest designation to military vehicles has been signed into law.
Legislation (S.B. 645) to allow a military vehicle to be registered as a "vehicle of special interest" has been signed into law by Gov. Kate Brown. Included in the definition would be a "high mobility multipurpose wheeled vehicle originally manufactured for the military use." Owners may apply for the special interest vehicle registration for a one time fee of $81 and a single plate one time fee of $12. Special interest vehicles may only be used for exhibitions, parades, club activities and similar uses."

That is all I have on this and it is from the article mentioned above. If you need or want further information, you will have to find out elsewhere.

Just saw this post (don’t look here much) it was my Wrecker that the state denighed registration for. I could title it but they would not license it. It had been legally licenced and titled in Texas. I made some phone calls to the state and got nowhere. I told them I would take this as far as I needed to. I talked to a couple of dealers and got some real insights. Most of the problem is a bureaucrat that does not like MVs.
It also had to do with the Humvees. Oregon has since passed a law that allows the humvees to be licensed.
In my case as I was putting my case together I got a call from DMV: they had made a mistake and they were very sorry, they had mixed up with the humvee thing. I could keep my tags and they were sorry for the inconvenience. I about fell out out of my chair! So I’m all good now.

Spec 4 Don,

That is great news. I think I would have also fallen out of my chair if I had received a call like that.

Keep the faith,

Frank

ps: Are any of group up there going to go to Camp Gridley 12-15 Apr 18 ?

I posted a thread on the Gee in the General Discussion section on contact information concerning Camp Gridley. Its about four hours south of the border. The travel time does not include the Iron Teepee (Rolling Hills Casino) chow stop over. Gridley is south of Chico, CA a wee bit.

Hello,

I would have to say that Oregon is just about the nicest state to deal with as far as their DMV is concerned !!!
I give them credit for being 100 percent citizen focused with out any hassle at all !!
I bought a state government surplus Ford pick up truck there, and they gave me temp tags to drive it back to Florida, I also bought a brand new trailer there, and was given temp tags as well. ( Hauled a couple 3 jeeps back to Fla :D :D :D )
No issues what so ever !!!!! Zero, not a resident at all.
Try that in Florida some time :|

I also bought a DUKW there, and through their process, was issued a title in my name for it. No sweat !!
Only have good things to say about Oregon DMV, I wish we had one in Florida that was as pleasant and hassle free to work with !!!!

Ray
