DHS seizes Land Rover over EPA regulations

I found this:
In recent years, there have been cases where importers have illegally changed the VIN to make a vehicle seem older to get it into the United States.

A federal lawsuit filed in May in North Carolina lists dozens of Land Rover vehicles with VIN numbers the government is looking for that may have been brought in illegally. Jennifer Brinkley's was on that list.
So it sounds like the vehicles were seized because of altered VINs, and the VINs were altered to avoid EPA regulations on importing foreign vehicles. Too bad, because if the vehicle was older than 25 years, it could have been imported legally. Theirs was an '85 model, so it must have been in the US for some time, over four years at least.

I'd think there should be some sort of statute of limitations: if EPA, DOT, and/or Customs allows the vehicle in by mistake, they only have a certain number of years to correct it. Brinkley was apparently the fourth US owner! :o

Well the altered VIN might say 1985 model but who knows it might be newer.

Hmmm, I always thought a legal warrant HAD to specify what law you were breaking before seizure could take place. AND the right name HAD to be on it????? The lady stated that they had the right vehicle, but the wrong name.......by 4 owners. The vehicle may very well be "illegal", but the warrant and seizure sure sounds questionable to me :?
We need a legal type to chime in here.

And 6 agencies and all armed...........really???????????????
Still crazy after all these years.

She wasn't being seized, the contraband was being seized.
And 6 agencies and all armed...........really??????????????
All law enforcement agents are going to be armed. Do you think it would be a good idea to serve a warrant without a weapon?

Non violent offender....non violent crime.......YES.
They're all non violent, until they are.

People get kinda weird, violent even, when they face the possibility of incarceration or loss of money/property.

No thanks. You're not going to get any sane LE type to put away his Agency-required weapon to serve warrants of any kind.

http://www.motoiq.com/MagazineArticles/ ... -Rule.aspx

Something tells me that the VIN was altered (on the vehicle or the paperwork) so that this Landy appeared to be one of the "legal" (USA compliant) imported models when in fact it was a UK version that did not meet the import standards for the time. Some destined for the US market were built to pass those standards....others were not destined for the US market and did not have those features.

Modifying an existing non-compliant Landy so you can legally import it is one thing...altering the VIN on the vehicle so it would be "legal" in the US is another.

Seems like they have the guy who imported them illegally and are just tracking down the illegal vehicles.
