Windshield latch

The bolt that connects my drivers side windshield arm fell out. I replaced it and for some time now the latch mechanism does not operate smoothly like the passenger side. I really have to force the latch to close. I adjusted the latch plate all the way and still does not latch smoothly.
I was told there should be some sort of washer, then a lockwasher on that windshield arm where it meets the cowl part. Is it just matter of getting some help and push the windshield closer to the latch and then tighten? Help appreciated John

You replaced the windshield pivot bolt?Have you tried adjusting the plate that the pivot bolt fastens to?

There is an adjustable bracket mounted to the cowl which the windshield bolts to.
