Is a starter for an M38 interchangeable with the M38A-1?

Yes if you have the late issue M38 starter with the "bull nose" that goes into the bell housing.

The later (closed nose) starters for the M38 and the same as the starters for the M38A1.

Early Starter requires early M-38 Clutch Housing and 124 Tooth Ring gear.
Later uses different clutch housing with 129 Tooth Ring Gear.
