M38 hole in the dash?

Does anyone know what the hole in the m38 dash below and to the left of the parking brake is for?

It is an appendage from the Gar Wood Winch.

One of the 6 pilot model M38's had a Gar Wood winch. It's hood # was 2368159. The production M38 continued with the empty hole in the dash.
