Anyone have any ideas on how to mount a small American flag on a M38 front bumper without drilling holes?

I have seen a number of ways this can be done. The current one I like that will work for a parade, is to purchase some small 'C' clamps and have someone wield a metal rod to the back of it. Paint it whatever color you like. Have it done so the rod sticks up as high as you want the flag. I might slip a thin piece of left over bike tube rubber under the screw part of the 'C' clamp before I tightened it to help protect the paint.

On either end of the bumper there is already a hole drilled, can't remember if it's 5/16 or 3/8. Take a piece of pipe whatever diameter you need for your flag pole to fit inside and cut it so it is the same width as and, sticks up above to top of the bumper 3 or 4 inches. cut 2 grooves in the pipe so that the top and bottom edge of the rear of the bumper will fit slightly into the pipe so the pipe will not twist on the bumper and drill a hole in the pipe in line with the hole already in the bumper. Then bolt the pipe to the back side of the bumper. The bolt going through the pipe will keep the flag pole from falling through the pipe.

I made a 2 piece (thin walled) aluminum flag staff that I can easily remove when I don't want to display flags on the Jeep. The M38 did have an existing hole in the bottom of the bumper on each side that I utilized.
Bottom Portion: Cut wood blocks from a 2x4 to tightly fit the inside portion of the bumper ends, secure each block with a screw through the bottom of the bumper. Attach an aluminum pipe to each block with an electrical cable 'c' clamp & 2 wood screws. This becomes the permanent flag staff base that stays on the vehicle.
Top Portion: Based on the flag setup you want to use, cut a second length of aluminum pipe and slide this one into the pipe used for the base. Paint to suit.
The flags I used are meant for car window mounting (plastic staff with a flat plastic angled base (that I removed)).
Here's a pic of my Mutt (with flags) at a show last year. I've since made a second set for use on my M38.

For my GPW, I use two small 4x6 inch flags. I bought two magnetized key holders. The type you use to hide a key on a vehicle. I then drilled a small hole in the top of each key holder, slightly smaller than the diameter of the flag staff, and then pushed the flags in. I mount the key holders to the sides of the hood where it is flat. Works great and no changes made to the jeep.

I zip tied a four inch segment of plastic pipe about 3/8 inch ID to hood clamps on my 43 GPW. Two wire ties each side. Drop a flag on a stick in the pipe...ready to go. Not good for freeway speeds, but for a parade or display, works great. Snip the wire ties to remove, no permanent marks on the jeep.
