It's the AM General Cab Over Humvee Prototype.
I don't think they actually went into production.

I have always liked the fire trucks, there was one for sale in AZ a few years back that I thought about buying but they wanted to much for it.

If it is, looks like he added the upgraded engine, which wasn't apparent in the post-firetruck photo. Or at least I don't see it.
