Mod on the grill - to lock the hood ?

Hello all
What can be the use of this drilled plate welded on the grill ? I am wondering if it is to lock the hood ?

If the angle protrudes further forward than the hood enough, a flag or such?

I imagined a second drilled hole in the front of the hood and so it would be possible to close the hood with a padlock.
But why ?

Yes....in all likelihood this is a hole that has a matching one in the hood to place a padlock on to deter not only battery thieves, but to make it much more difficult to steal the jeep if the owner removes the coil wire to disable the jeep. It won't do anything if they try to roll it away or tow it, but they won't be starting it up and driving it away!
